No Cell Service! Can I activate this park? Ice Age National Scenic Trail POTA

Independence day weekend takes us on a day trip to a nearby park to activate the Ice Age National Scenic Trail (POTA K-4238) Will I be able to get the park activated with a cell signal to spot myself?
